Car hire in Montenegro: comparing prices
The cities table puts each pick-up location beside its own available cars and starting price. Enter your dates before comparing the final rental total.
Compare the same collection and return times, insurance, mileage allowance and extras. Keep fuel, parking and road tolls separate from the hire price.
Deposits, cash and card payment in Montenegro
Across the 30 pick-up places with enough cars to compare, 10–25% of listed cars require no deposit. Select the no-deposit filter, then read the insurance terms as well: no deposit does not by itself mean no excess or no liability for damage.
Cash payment at collection is accepted for 91–100% of cars across those places; card payment for 75–92%. Payment for the rental and the way a deposit is taken are separate questions. The individual offer gives the accepted card type, whose name must be on it, and how and when the deposit is returned.
Where to pick up a rental car in Montenegro
Tivat and the Bay of Kotor: Tivat has an international airport. For a trip around the bay, compare collection in Tivat, Kotor, Perast or Herceg Novi against where you will stay.
Podgorica: the capital also has an international airport. From here, your route can head towards the coast via Cetinje and Budva, or towards Bar through the Sozina tunnel. If the mountains come first, compare inland pick-up locations such as Kolašin and Žabljak too.
Budva, Bar and Ulcinj: compare these coastal places if you are already staying by the sea. The table also includes smaller collection locations. Read the handover details before treating a hotel or an apartment address as an available delivery point.
Driving between the coast, Podgorica and the mountains
The coast and the north are linked by roads including the Risan–Žabljak route. Podgorica connects with Budva via Cetinje and with the Bar area through Sozina. The tunnel and the Smokovac–Mateševo motorway section charge tolls; check the road operator’s current tariff for your vehicle.
Summer queues can stretch a coastal transfer or a border journey well beyond the map’s estimate. Rural roads need extra care after bad weather, and conditions in the Morača canyon can be difficult when traffic and poor weather coincide.
For a different return city, enter both locations in the search before choosing the car. The supplier must accept that route, and a drop-off fee can apply. Do not assume that collecting in Tivat automatically permits returning in Podgorica.
Road-trip ideas for Montenegro
Bay and coast: build a route around Herceg Novi, Perast, Kotor and Tivat, then continue towards Budva, Petrovac, Bar and Ulcinj. Leave room for the summer traffic described above.
Coast and heights: the official panoramic route joins the bay and coast with Lovćen, Cetinje and the Lake Skadar area. Some sections are narrow and winding, especially around the lake and on the old Kotor–Njeguši road. Pick the actual road before picking the car; a scenic route is not necessarily an easy transfer.
Durmitor: Žabljak is the starting point for the Durmitor Ring. Mountain scenery comes with mountain road conditions. The rental agreement decides whether your intended route is permitted. All-wheel drive and permission to leave paved roads are separate from the SUV badge.
Seasons, mountain roads and winter driving
Summer on the coast: traffic congestion is common on coastal roads and at border crossings. Leave time between your last stop and the agreed return, particularly if a flight follows.
Spring and autumn: the official tourism site lists these alongside summer for panoramic driving. Heavy rain can bring rockfall and road damage on scenic sections.
Winter in the north: road conditions can deteriorate in rural and mountain areas. Winter tyres and chains come from the supplier for the roads and dates you intend to use. The booking, not the car’s body style or a photograph, shows the equipment.
Driving rules in Montenegro for visitors
Montenegro drives on the right. Keep dipped headlights on during the day, and make sure passengers wear their seat belts. Do not use a handheld phone while driving. Observe the posted limits and road signs; do not drink before driving.
Bring your original valid driving licence and identity document. The supplier sets which licence documents it accepts and whether you need an International Driving Permit. Keep the vehicle registration, insurance papers and rental agreement with you.
At collection, the warning triangle, reflective vest and emergency equipment should be in the car. If you have an accident, stop safely and contact the supplier and the police for instructions and the documentation needed under the rental agreement.
Taking a rental car to Croatia, Albania or other neighbours
Discuss every destination with the supplier before booking a cross-border trip, including transit countries. It needs written permission, insurance cover, the required vehicle documents and sometimes a fee.
Insurance paperwork depends on the destination. The Montenegrin insurers’ bureau says a Green Card is required for vehicles with Montenegrin plates entering Albania, whereas registration plates are recognised as insurance evidence in Croatia and Bosnia and Herzegovina. That concerns third-party insurance checks; it does not grant rental permission or confirm damage cover.
Your own entry documents are separate; allow for queues at the crossing. Without permission and cover for the whole route, that car stays within Montenegro.
Collecting, parking and returning your rental car
Before travelling, agree the meeting point, contact details and arrangements for a delayed arrival. At handover, record existing damage with the supplier and note the fuel level, the return place and time. Keep the rental papers and the supplier’s assistance contact with you.
For a hotel stay in Kotor, Budva or another coastal town, parking and car access to the entrance depend on the accommodation. Street parking is separate from your room. Keep luggage out of a parked car.
On return, follow the agreed fuel policy and arrange the inspection with the supplier. If you are returning somewhere different from collection, use the location agreed in the booking rather than a convenient-looking office or airport car park.
Car hire in Montenegro: FAQ
Booking & payment
Can I pay for my rental in cash or by debit card?
Across the 30 pick-up places with enough cars to compare, cash payment at collection is accepted for 91–100% of cars and card payment for 75–92%. Check whether your particular debit or credit card is accepted, and confirm the deposit method separately.
Can I rent a car in Montenegro without a deposit?
Across the 30 pick-up places with enough cars to compare, 10–25% of listed cars require no deposit. The no-deposit filter shows those cars for your dates. Read the insurance excess and exclusions too: damage liability applies with or without a deposit.
Prices
How much does car hire in Montenegro cost?
The country-wide starting price is $16.35 a day, checked on . Compare each collection place in the cities table, then enter your own dates. Include delivery, extras and any different-location return fee when comparing the total.
Documents & drivers
What insurance is included and how does the excess work?
Read the individual offer for the cover, excess and exclusions. The excess is the amount you may have to pay towards a covered claim, subject to the policy terms. A deposit is security held by the supplier; it is not the same thing as the excess. The terms also cover permitted roads, borders and the procedure after an accident.
Do I need an International Driving Permit in Montenegro?
Bring your original valid national licence and check the requirements for its issuing country, format and your intended stay. Confirm the supplier’s document requirements before booking, including whether it asks for an International Driving Permit. The permit accompanies the national licence; it does not replace it.
Pick-up & return
Can I return the car in a different city?
Enter the collection and return locations before searching. Availability, permission and any drop-off fee depend on the supplier and the route.
Can I arrange a child seat or hotel delivery?
The extras and collection options are listed for the specific car; add what you need to the booking.
Roads & trips
When should I plan a road trip in Montenegro?
Choose by route. Summer brings queues on the coast and at borders; rural roads can be harder in winter and after bad weather.
Do I need a 4x4 for Montenegro’s mountains?
Match the car to the actual road and weather. Confirm winter equipment when needed and ask whether the planned route is permitted. An SUV is not necessarily a four-wheel-drive car, and four-wheel drive does not override road closures or rental restrictions.
Can I drive a rental car to Croatia or Albania?
It needs the supplier's written permission, insurance and documents for every country. Albania requires a Green Card for Montenegrin-plated vehicles according to the national insurers’ bureau. A rental border crossing needs the supplier's permission as well as insurance evidence.
What should I know about road conditions?
Expect summer congestion on coastal roads and extra caution on rural roads after bad weather. Scenic roads around Lake Skadar and the old Kotor–Njeguši road have narrow, winding sections.
Other questions
Should I collect in Tivat, Podgorica or on the coast?
Tivat and Podgorica both have international airports. Compare Tivat and the bay towns for a Bay of Kotor trip, Podgorica for an inland start, and Budva, Bar or Ulcinj if you are already staying on the coast. The offer gives the precise collection point.
